Raymond surreptitiously recorded conversations with his supervisors and command staff that showed the quota system was still in full effect. The plaintiffs alleged that officers who didn’t meet the numbers were passed over for promotion or even sidetracked for eventual termination, and that the tactics used to generate these numbers - stopping the “‘right’ people” - were systemically racist. The lawsuit alleged that, despite a 2010 law banning quota-based policing (especially as it related to stop-and-frisk), the NYPD maintained an unofficial quota. What he did was speak out, cross the blue line of silence and join, with 11 other NYPD officers, a class-action lawsuit against his own department.
